You need to complete the Swan Song quest to be able to fish raw monkfish

Level 68 - The Fishing Guild

Members should now be able to access the fishing guild.
The fishing guild has lots of fishing spots right next to the bank.

Using: Harpoon

You should fish these at the fishing guild, sharks can be sold for a lot of money.
Sharks are members only.
